The power restrictions are fine by me and I have edited the post to reflect them.
1.) I am fine with him being restricted to one form. His form will be that of a tall Elven male with long white hair, eyes as blue as the sky and pale skin. He'll also have a penchant for blue/silver/white robes.

4.) I won't go overboard with it. Manwë isn't obsessed with being mighty like a certain brother of his.
Thorondor - Fine by me! Do I need a separate info post for him or will what I provided be sufficient?
I imagine his mastery over birds isn't so much that he controls them, but that he can understand them and coax them into doing errands/telling him information. I do not think it extends outside of the birds present in Arda (so birds from other worlds will not be drawn to him or willing to listen to him unless the player wishes for them to do so). I would be happy to offer bird players/those with birds as pets the opportunity to work alongside Manwë if they wished. (In fact, I will add that link to his info post.)
Since his control is limited to 10 square miles, would it be possible for them to be able to see beyond that (even if they could not have any effect on what they saw)? I would be in contact with the Varda player if such an event cropped up/could prove interesting.
